[Debian-med-packaging] Debci for augur not run in unstable for several uploads

Hi,

I wonder why amd64/unstable remains at version 8.0.0-2 pass despite
amd64/testing has 10.0.3-1 pass.  Arm64 seems to have got the latest
uploads (it is excluded now from architectures since its lacking a
depencency on arm64).
