[Debian-med-packaging] Debci for augur not run in unstable for several uploads

Due to $issues we had to stop the scheduling of tests by debci-batch
in unstable. As a result, unstable now only features tests scheduled by
britney for the pseudo-excuses from experimental-to-unstable and by
manual runs by maintainers. Somewhere in the future, we like to have
this fixed.
