[Debian-med-packaging] Renamed repository of biosig moved to match new source package name

Hi Alois and others,

since you requested the source package name I moved also the
repository on Salsa to fit that source package name to

   https://salsa.debian.org/med-team/biosig/

The renamed package was accepted by ftpmaster and I tried to
do the first source-only upload with the latest upstream
version.  Unfortunately this does not build out of the box.
Can you please have a look.
