[Debian-med-packaging] Bug#988643: [RFS] vtk-dicom/0.8.12-3

Hi all,

Sorry for the noise with my previous sponsor request.  I redid
the vtk-dicom/0.8.12-3 revision to simply remove the broken
symlink.  Changes are available at the same location[1], updated
debdiff is available in attachment.  I redid the tests to make
sure no regressions were introduced, and it should be alright
for a hard freeze targeted update this time.

I'm much more confident with this iteration than the previous
one, but please review, and sponsor or grant DM permissions only
if this seems appropriate.
