The d/not-installed is probably not working as expected, IIRC it does 
not support wildcards. But you are still at compat level 12, so 
dh_missing will only warn. (but in compat 13, d/not-installed should 
support variable substitution, here ${DEB_HOST_MULTIARCH}, but then you 
should use it in the .install as well)
