[Debian-med-packaging] Bug#986194: pique: no autopkgtest available yet

I looked into this bug to provide autopkgtest functionality for pique. Tony Travis, the author, also responded to the thread on the debian med mailing list.

pique requires relatively large data sets (several GB) and Tony has stated that this is a smaller than usual data set and can't be reduced. The included test script downloads the files via wget.

I don't think it is feasible for this package to have an autopkgtest suite at this time. I wanted to document my efforts in case someone were to pick this bug up in the future.

I will post a similar message to #986193 (hinge: no autopkgtest available yet).
