[Debian-med-packaging] Bug#1023807: seqan-needle: /usr/bin/needle is already shipped by emboss

They are different programs, with different interfaces, alas.

So a workaround will be needed: probably we should rename the binary
`seqan-needle` and provide a directory with a regular `needle` that can be
added to a user's `PATH`.
