[Debian-med-packaging] Bug#1091923: routine-update: Consider using `debputy lint`

The `debputy lint` is to my knowledge the only tool that has support for 
detecting various mistakes with `debhelper` like typos of override/hook 
targets or misspelled `debian/foo.install` files. It can also remove 
some obsolete fields (like `XS-Ruby-Versions`) with `--auto-fix`.

Though, I think `lintian-brush` supports doing one commit per fix, which 
`debputy lint --auto-fix` does not. So probably you want to run 
`lintian-brush` first if that is a desired property.

Dependencies: `apt-get install -y debputy-lsp python3-levenshtein`
