[Debian-med-packaging] Bug#1091926: routine-update: NeuroDebian is more conservative than Debian

The routine-update script has logic for choosing a more debhelper compat 
level for the NeuroDebian team. The thing is that the limit is compat 10 
and even oldoldstable has compat 12 today (debhelper/12.1.1).

Probably that piece of code wants a comment on how conversative 
NeuroDebian is, so a code reviewer can tell when the NeuroDebian case 
should be reviewed.
