[Debian-med-packaging] Maintenance of OSCAR

Hi!

I have been a user of OSCAR for a few years now and I see that it has
fallen behind a little bit on debian testing (OSCAR is at 1.5.x on
debian testing and OSCAR is already at 1.7.x).... I wonder if I could
help with the maintenance of this package given that I am one of its
end-users.

I have _some_ experience with the process of maintaining a package as
I have added packaging to at least one of my personal projects
(https://github.com/eantoranz/gitmod/tree/main/packages) so I would
not be starting from scratch (though I bet I will have some learning
to carry out).
