[Debian-med-packaging] Maintenance of OSCAR

Thanks for the notification!  It seems that upstream moved to a
new repository in 2024 [1], but we (Debian Med) stuck to an
older one [2] for the scanner of new upstream releases (uscan)
[3].  I see other distributions [4] caught the new repository
alright.

Sergio Durigan Junior is the main uploader of oscar and
intervened on the packaging repository last month, so perhaps
you will wish to coordinate for intervention on the package.
The package is also under Debian Med team maintenance, so if you
wish to carry modifiations, you may want to peruse the team's
policy manual [5] and liaise with the rest of the team on the
Debian Med mailing list [6].
