[Debian-pan-maintainers] Unifying jupyterlab and node-jupyterlab

I also launched "jupyter-labextension build galata/extension" (which was 
desactivated in your debian/rules) in last commit, it works also.
Since this command is launched during dh_install, nothing new is 
installed. If this is needed, maybe it could be lanuched into 
debian/jupyterlab/... or add an install command ?

It contains:
  - import 4.0.11
  - merge python3 and nodejs packages (with breaks/replaces)
  - fix for #1060772 (build without Internet access)
  - an unsuccessful try to fix CI (build fails on i386)
  - some "Provides" to help finding the binaries in apt

Hope this will help to produce a good jupyterlab package
