[Debian-pan-maintainers] Packaging pytango 9.2.0

Ok - i retargeted it to experimental. Also bumped the compat level to 10,
because we aim for stretch+1 now.
Unfortunately this (the parallel build by default) does not bring a big
speedup - because of the way the binding code is organized. But still - it
builds fine.
