[Debian-pan-maintainers] SOLEIL Packaging: 'maintainer' in 'debian/control'

We discussed with Emmanuel and we end up with this proposition.

Maintainer: Debian PAN
Uploader: Debian Science
  XXX
  YYY

The idea is to follow the activities for the packages closely related to the Debian PAN Blend on the mailing list.
But to keep the salsa repo under Debian Science.
