[Debian-pan-maintainers] SOLEIL Packaging: 'maintainer' in 'debian/control'

I confirm Fred thoughts, and I'd like to push a little further.

The Debian PaN maintainers should only concern the 'higher' level 
packages (those that explicitly mention x-rays and/or neutrons).

Underlying libraries should be kept as maintainer: Debian Science.

Horae is indeed a good start with PaN...
