To minimize the risk of service disruptions and ensure continuity of
service during upgrades, it is a good idea to duplicate the setup on
vogler.debian.org to a second server.

The TURN server doesn't require any special configuration for
clustering, just install it on multiple hosts and create SRV records for
each host.

The SIP server has some options in repro.config for sharing the
registration state over multicast.  We just need to enable that, look in
the web interface of both servers to make sure they both have a copy of
the registrations and then create the SRV record for the second server.
