I've been working on debugging this issue:

This seems to effect a lot of different projects that use pascal, so
seems like it would be a huge win to get this to work properly. 

In particular, I am testing out a patch to update our usage of RELEASE
to SALSA_CI_RELEASE so that this env var does not clash with project
specific environments. 

I have also been chatting a bit with Ahmed around decoupling the CI from
the scheduler:
