[Debian-salsa-ci] Stop KGB notifications on IRC/Matrix channel?

Certainly not to disable it. Decrease the scope of notifications, maybe.

I don't have data to support this, but I don't see a strong increase in
the activity of the IRC(/matrix) channel since 2019/2020. There have
been busy periods, and others quiet. But removing KGB is not a good
idea.
