[Debian-salsa-ci] Exploring ways to make Salsa CI faster and more efficient

Hello everyone!
With the dashboard now nearly functional, I’m turning my attention to ways
we could improve the speed and efficiency of the Salsa CI pipeline and its
jobs. Before diving deeper, I’d really value your input and experiences on
a few things:
- Do you have suggestions or areas in mind where optimizations would be
most beneficial (e.g., job execution time, caching, conditional job
execution, etc.)?
- Are there known pain points or bottlenecks in the pipelines that could
serve as good starting points?
- Are there any past discussions, proposals, or related work on speeding
up Salsa CI that I should review to avoid duplicating efforts?
- Are there any jobs, sections, or practices in the pipeline that are no
longer in use or could be reconsidered?
Any references, experiences, or ideas would be super helpful.
