[Debian-salsa-ci] Can Salsa CI help decrease the number of rejects in NEW?

For sure. I certainly run 'lrc -s' on packages coming through the new
queue.
I don't auto-reject, for a variety of reasons, but it would be helpful
if there were fewer of that sort of thing over time, and I believe it
can be a reliable check if it becomes the norm.
