[Debian-salsa-ci] Insights into custom Salca CI "Cannot connect to the Docker daemon” error

It turns out that the problem was that I didn’t have the following variable 
defined.

DOCKER_TLS_CERTDIR: “”

Even though the default value in empty, defining it produces different 
behavior than leaving it undefined.
