Interesting point ...
This is working with svn-buildpackage and cowbuilder/pbuilder.
I am going to change the order for:
libblas-dev | librefblas3-dev | atlas3-base-dev,
(and fix the naming problem with atlas)

We could also report a bug against buildd don't you think ?
