Bug#525935: FTBFS because librefblas3-dev does not exist

Remember the erroneous one was librefblas3-dev (--> refblas3-dev) 
not atlas3-base-dev.

I found now that bug #403246 on sbuild could be this same problem.
It seems treated but there are doubts about resolution,
maybe you could send a new report as maintainer of scilab
stating that this bug already occurs.
