This package, of course, needs some cleanup especially the debian/rules
I agree. However I completely disagree with your latest comment:
* First because PETSC/SLEPC are among the main ingredient of many
scientific libraries which are already in Debian and are of great
interest for performing simulations
* Second this debian/rules is the result of hours spent by many people
(including me) to get this package into Debian and thus provide users
with valuable libraires for either their work or research. I personnaly
believe that we can improve things without being an "integrist". Being
to strict would make people get away from the effort of packaging...
