Bug#734043: octave-lhapdf: Use private directory for the .oct file

Please, install the *.oct file into a private directory.  This will not 
change the functionality of the package, but this is the common practice 
for the packages providing Octave add-ons in Debian.

The patch attached below fixes this issue.
