Bug#734044: octave-nlopt: Install Octave files into private directories

Please, install the *.m and *.oct files into private directories.  It 
will not change the functionality of the package, but this is the common 
practice for the packages providing Octave add-ons in Debian.

The patch attached below fixes this issue.
