ros-ros-comm/1.14.2+ds1-2 appears to break ros-robot-state-publisher/1.13.6-3 autopktest: package 'rosbag_storage' not found

Dear maintainers,
[I was about to fill this as a bug against both packages, but as there
is a transition of ros-ros-comm going on, I am unsure if this problem
won't fix itself. Because I somehow doubt that, here is the e-mail instead.]
With a recent upload of ros-ros-comm the autopkgtest of
ros-robot-state-publisher started to fail in unstable and testing. I
have copied the error below.
Currently this regression is delaying the migration of ros-ros-comm to
testing by 10 days. Could you please investigate the situation?
