Bug#922140: soqt: autopkgtests depend on a non-existing package

Dear Maintainer,

debian/tests/control has:

  Depends: libsoqt4-dev, build-essential

However libsoqt4-dev package has been removed in the last upload.

I tried changing the dependency to libsoqt520-dev, but then the tests
are failing because soqt-config, which is used to build the tests code,
no longer exists.
