Bug#956372: cbp2make: Binary missing after rebuild

Comparing the build logs from when the package was uploaded [1] to the
current reproducible builds [2], one can see 'debian/rules build-arch'
is missing.  This bug is RC as cbp2make is unable to be binNMU'd.
