librsl package updates

Hello,

I noticed librsl failed to build for riscv, but this really was an issue with the flex build dependency. I updated the debian files and added a patch to make librsl compatible with flex-old, an older version of flex that works with upstream 1.43, which is dated from 2013. I made two merge requests on the salsa page for this package, which was also outdated. The updated package now builds with all architectures, including riscv.

Please let me know if there are any issues.

I have been working in debian for a few months now and am hoping to find a team to join. What are the steps to join the debian science team?
