I have uploaded changes to dh-fortran-mod (0.51) that should fix the 
reported breakages.

The ECMWF stack is fragile and needs a rebuild (eccodes -> metkit , etc 
-> ..) as they hard-code paths in the cmake scripts so I'm rebuilding; 
metkit will need an upload after eccodes hits the repo this morning.

I am downgrading this bug to allow dh-fortran-mod to proceed, but 
keeping it open.
