Bug#1132157: onetbb: Please include support for GNU Hurd

A few more patches was needed to get the code building on the hurd
porterbox exodar, sent upstream in
<URL: https://github.com/uxlfoundation/oneTBB/pull/2028 > and
<URL: https://github.com/uxlfoundation/oneTBB/pull/2029 >.

The test result is 94% tests passed, 9 tests failed out of 142, so there
is still some work left before it work all the way on Hurd.  I suspect
some of the tests are broken, but do not know yet.
