Bug#1146810: python-param: FTBFS against python 3.15rc2

Hi!

While rebuilding the python related packages against the Python 3.15rc1
version we found that python-param fails to build from source [1].

This can be fixed by applying the changes from upstream's PR #1165 [2].
Upstream is currently at version 2.4.2, which already includes this
change.

I applied the upstream fix in the sandbox [3] to be able to build the
packages that depend on python-param, please consider applying the patch
(or upgrading to the lastest upstream version) to support the upcoming
3.15 version.
