Bug#1146819: libceres-dev: libceres-dev uninstallable due to the eigen3 version 5 update

Hi. This is the situation today:

  dima at eighty:~$ apt policy libeigen3-dev
  ...
  libeigen3-dev:
    ...
    Version table:
       5.0.1-1 500
          500 http://deb.debian.org/debian sid/main amd64 Packages

  dima at eighty:~$ apt show libceres-dev   

  Package: libceres-dev
  Version: 2.2.0+dfsg-5
  Depends: ... libeigen3-dev (>= 3.4.0), libeigen3-dev (<< 3.4.1)

I.e. currently libceres-dev can not be installed due to the version of
libeigen3-dev not being available.

The new libeigen3-dev was just uploaded a few days ago, and presumably
we know about this problem. And maybe there are others. I'd reporting
this to keep track.
