[Debian-science-sagemath] Sage 8.3 has been released

Hello,

Sage 8.3 has just been released. I tried to upgrade the debian package
here https://salsa.debian.org/science-team/sagemath/merge_requests/6.
This already builds again but I have not tested the resulting package at
all yet.

It would be great if somebody could have a look and could let me know
what else needs to happen to get this merged :)
