[Debian-science-sagemath] Sage's dependency on Cython

Hello,

I don't use Sage very much yet, but I was looking at what packages on my 
system use Python 2 and was surprised to find SageMath 8.9-3 depends on 
cython (>= 0.29.1). This appears to be the Python 2 version, maybe it should 
be cython3 instead?
