You're probably already aware, but for ECL 16.1.3 the patch in
https://trac.sagemath.org/ticket/22191 will still be required:
Somewhat to my chagrin it wasn't merged before the 8.6 release despite
being positively reviewed. But it's a smallish patch and otherwise
undisruptive.
