[Debian-science-sagemath] Sage 9.1 doesn't build as root

No, for some reason my proposed change didn't actually pass the flag to 
configure. If the flag merely enables building as root, perhaps it can be passed 
unconditionally. I'll try that and send a MR if it works.

I'll see if I can reproduce the file descriptor issue as well.
