[Debian-science-sagemath] Getting sagemath back into testing

Hi again,

the ECL issue should hopefully be fixed now and the pari 2.13 transition will surely be handled by sagemath developers soon.

That leaves us with the openblas issue on amd64. It would be great if someone could help looking into it.
