[Debian-science-sagemath] ecl package update to 26.5.5, with consumers

Hello all,

After a message from Tobias I took a look at the newest ecl. It's
currently in the NEW queue [1] because the new libecl has a different SO
name, and thus we have to do a Transition [2]

In order to do this transition we need to rebuild the reverse
dependencies of ecl after it clears NEW, so python3-sage and maxima-sage
IIRC and upload these to experimental.

Then we can ask the release team to coordinate the transition

Best regards, Peter
