[Debian-science-sagemath] Library transition freeze coming up on November 5

The problem is that the transition freeze comes too early for us. We
don't even know the versions in Sage 7.4 and must have certain libraries
at the right version in 4 weeks... From that perspective 7.3 is most
realistic.
