[Debian-science-sagemath] Cython RC bug (was Required tasks for sage in stretch)

They call it (the version in testing) 0.23.4+git4-g7eed8d8.
Unstable has 0.24.1, but without this patch that is required for sage:
https://github.com/cython/cython/commit/332b330096bb260f638849526ba0f7d8888db905

So after the RC bug is fixed, the patch needs to be applied as well, or
Cython needs to be updated to 0.25.1.
