I put the others in debian/missing-sources because either

- they are one-file packages and it's stupid to wrap them with so much metadata, or
- for @jupyterlab/services, this is an unstable API so there's no point making a Debian packaging out of it, I culled most of the files and bundled only the necessary ones for `tsc` to work.

It would be good if someone else could help with this, e.g. one person can do phosphor, and I can do the @types stuff.
