The problem is that I don't use docbook2html, but the upstream makefiles do
instead in my package. Generaly, changing upstream makefiles for things that
can be avoided is not a good idea, since it makes hte package more difficult
to maintain and the changes are not necessarily trivial.

The point of one-liner packages is very similar to that of dummy task
packages. Their main purpose is that they can be used to handle dependencies.
This is the situation with docbook2html. It's just a script that does roughly
the same as the jade command you pasted.
