I mean: I get exactly the same error message as told in initial
bugreport:

% xmlto pdf README.xml
Making portrait pages on a4 paper (210mmx297mm)
PassiveTeX is needed for this format, but it is not installed. Please install
the passivetex package.

But now I realize, that xmlto has also option "--with-fop". If I use it,
xmlto works fine.

IMHO the best way to fix xmlto may be something like this: Use fop by
default. If it is not available, try dblatex. Both of them could be
explicitly chosen via commandline options, too.
