[xml/sgml-pkgs] Bug#583582: Missing python-libxml2-dbg package

The python-libxml2 package does not provide a python-libxml2-dbg debug
version. Hence, it is impossible to run a libxml2-using application
through python-dbg, it fails with "Fatal Python error: Interpreter not
initialized (version mismatch?)".
