[xml/sgml-pkgs] Bug#611418: xml-core: dh_installcatalogs does not handle /etc/sgml and /etc/xml correctly

w3c-sgml-lib and sgml-data both have a similar piuparts issue.
Both these packages and xml-core claim ownership of /etc/xml and /etc/sgml.
These ownership claims seem to be put there by dh_installxmlcatalogs
which is part of xml-core. 

This seems to me to be at root an issue with dh_installxmlcatalogs.
Rather than putting in these multiple ownership claims,
dh_install_xmlcatalogs should put

mkdir -p /etc/sgml
mkdir -p /etc/xml

into the debian/preinstall so that the dependent packages can
ensure the directories are there without actually claiming ownership.
