[xml/sgml-pkgs] Bug#611418: xml-core: dh_installcatalogs does not handle /etc/sgml and /etc/xml correctly

alternative might be to add this as a snippet to preinst and postrm (to
create/delete this directory).

However, XML and SGML core systems face several issues. They need an
update anyway. And the updated framework will work differenty. I will
therefor delay this request until squeeze has been released.
