Can you be a bit more specific?
You are in shell with LANG=lt_LT.ISO8859-13 set.
You run build script in there. (Not with pbuilder)
You run xpdf and evince in X. ... but under what locale? That is my
question.
If you are using gdm, please tell me
/etc/default/locale
~/.dmrc
(Unless you have dome something to PAM to change locale for X
environment.)

Oh, you do not need to trust it to include its use to the package. This
is a way to change language specific data as normal user without
changing ones under /usr with root. This is more or less debug feature.
