[Debichem-devel] Ownership of changelog

I don't expect team members to register as package maintainer or
uploader in debian/control just to do the upload. These fields should
only be used by regular maintainers or uploaders, who feel responsible.
Thus if you just want to help out with a package (like fix a bug), it
would be perfectly ok for me, if the team member puts his or her name
above the changes and uses the team maintainers address for the
changelog entry (`dch -rM'), as seen below. I do this for a bunch of
packages. Otherwise it looks like an NMU, which it is not. It is a team
members upload.

If Sebastian is the regular maintainer, debian/control should reflect
this (Uploaders field) and the changelog entry should be changed (`dch
-r').
